CPSC Specify Fidget Spinner Should Comply With ASTM F963

August 10, 2017, the US Consumer Product Safety Commission (CPSC) released Fidget Spinner Business Guidance.

The guidance published by the CPSC clearly defines the fingertip gyroscopes in two categories: general purpose products for people over 12 years of age and children's products for children up to 12 years of age. Distinguishing ways involves identify its advertising, package,properties whether attracts children aged 12 and under and its dividing agegroup.

For Fidget Spinner classified as generaluse product, there are no mandatory CPSC requirements for it. However, manufacturers and retailers of fidget spinners that include rechargeable battery-operated components should ensure that the rechargeable lithium-ion batteries are used within their proper operating specifications for voltage, current, and temperature. Rechargeable fidget spinners that do not have proper battery managements systems (BMS) may cause a risk of overheating and fire. The CPSC recommends that all battery operated fidget spinners, both general use products and children's products; comply with the battery requirements in the U.S. Toy Standard, ASTM F963-16 Section 4.25 Battery-Operated Toys.

For Fidget Spinner used for children under 12 years of age, the following product testing and labeling requirements must be met:

Total lead content
Lead in paint
Limits on phthalates

In addition, manufacturers and importers of Fidget Spinner used by children 12 years of age and younger must also provide a written certificate of children's products based on CPSC's accredited laboratory test results (Children's Product Certificate, CPC ) to demonstrate that their products meet the safety of children Regulations.
