28 March, 2018, The European Commission has notified the WTO of a draft Regulation, amending entry 51 to REACH Annex XVII to restrict the use of four phthalates requirements. The draft Regulation proposed to restrict DIBP content in plasticised materials, and in addition to toys and childcare articles, the phthalate content of plasticised materials in other articles shall also be restricted.
The proposed date of adoption is the second half of this year, while the proposed date of entry into force is 20 days from its publication in the EU’s Official Journal. The restriction would apply 18 months after its entry into force.
According to the draft Regulation, entry 51 of Annex XVII to Regulation (EC) No 1907/2006 shall be replaced by the following:
