Two implementing decisions (EU)2018/594 and (EU) 2018/636, published on the Official Journal of the European Union (OJ) in April, 2018, have identified Benzene-1,2,4-tricarboxylic acid 1,2anhydride (trimellitic anhydride) (TMA) and Dicyclohexyl phthalate(DCHP) as substance of very high concern (SVHC) of REACH Regulation((EC) No 1907/2006).
TMA has been identified as a SVHC because it fulfils the criterion set out in Article 57(f) of REACH due to the respiratory sensitising properties. And, Dicyclohexyl phthalate (DCHP) is identified in accordance with Article 57(c) of REACH due to its classificationas toxic for reproduction category 1B under Regulation (EC) No 1272/2008, and in accordance with Article 57(f) of REACH, due to its endocrine disrupting properties with probable serious effects to human health.
In fact, TMA and DCHP have been launched a public consultation on adding to SVHC list in September 2016 and February 2016 respectively. But because the Member State Committee (MSC) has not reached an agreement, these two substances have not been added to the 16th batch and 15th batch SVHC successfully. Subsequently, ECHA submitted MSC opinionto the European commission, and the commission confirmed that they should belisted as SVHC finally.

Summary:
1. Exception of identification as an SVHC, DCHP is also restricted in: CPSIA (16CFR 1307), OEKO-TEX Standard 100, etc.
2. The phthalates in SVHC will be 15P, and in SVHC+REACHANNEX XVII will be 18P when it is added to SVHC Candidate list.
