EN 71-3:2013 was published by CEN recently. EN 71-3:2013, Safety of toys - Part 3: Migration of certain elements, is a test method standard for testing migration of metal elements to meet a part of chemical requirements of the EU Toys Safety Directive (2009/48/EC), the chemical requirements of which will take effect from July 20th, 2013.
The main changes in EN 71-3 are as follows:
(I)The standard contains requirements for the three categories of toy materials showed in table 1:

Category II | Liquid or sticky materials | Liquid paints, including finger paints, lacquers, liquid ink in pens. Similar materials in liquid form such as bubble solutions. |
Category III | Scraped-off materials | Coatings of paints, polymeric materials, paper and paper board, textile materials, glass, ceramic, metallic materials, etc. |
(II)in EN 71-3:2013 categories of organic tin are specified as well as test methods for Cr (III) and Cr (VI).
(III)Test uncertainty is used to replace the analytical correction factor for estimation.
