Regulation SOR/2014-79 was published in the Canada Gazette to amend the Schedule 2 to the Canada Consumer Product Safety Act recently. Products that are made, in whole or in part, of polyurethane foam (PUF) contained TCEP and that are intended for a child under three years of age are prohibited according to the regulation.
TCEP (CAS No. 115-96-8) is of carcinogenicity and impaired fertility. It is commonly used as a plasticizer and viscosity regulator with flame retardant properties in polyurethanes, polyester resins, polyacrylates and other polymers.
PUF is used in consumer products such as toys, sleep positioners, and nursing pillows etc.
The Regulation will take effect October 23rd, 2014.
