Recently,ECHA has announced its intention to submit proposals for five substances as SVHCs based on their carcinogenic, mutagenic and reprotoxic properties. The substances are:
1. C.I. Solvent Violet 8 (4,4'-bis(dimethylamino)-4''-(methylamino)trityl alcohol)

2. Michler’s Base (N,N,N',N'-tetramethyl-4,4'-methylenedianiline)
EC No. :202-959-2 ;CAS No.:101-61-1
3. C.I Basic Blue 26 ([4-[[4-anilino-1-naphthyl][4-(dimethylamino)phenyl]methylene]cyclohexa-2,5-dien-1-ylidene]dimethylammonium chloride)
EC No. :219-943-6 ;CAS No.:2580-56-5
4. Michler’s Ketone (4,4'-bis(dimethylamino)benzophenone)
EC No. :202-027-5 ;CAS No.:90-94-8
5. C.I. Solvent Blue 4 (α,α-bis[4-(dimethylamino)phenyl]-4 (phenylamino)naphthalene-1-methanol)
EC No. :229-851-8 ;CAS No.:6786-83-0
According to the agency’s registry of intentions, the dossiers should have been submitted by 30 January 2012.
"The five SVHC intentions...are, together with an earlier ECHA SVHC intention for Basic Violet 3, ECHA’s contribution to the first SVHC identification process in 2012 (a second one commences in August)," said an ECHA spokesperson. "A further seven SVHC proposals prepared by Belgium, Germany and the Netherlands will also be included so that in total 13 substances will be subject to the first SVHC identification process in 2012." He added that the agency was "not aware of further SVHC intentions to be included in the upcoming SVHC identification process".
Further, the registry notes that Spain intends to submit a proposal for a Harmonised Classification and Labelling (HCL) for the pesticide acetochlor(2-chloro-N-ethoxymethyl-6´-ethylacet-o-toluidide).
The dossier is expected to be submitted by 1 July 2012.
Spain will propose classifying the substance for acute toxicity, irritation/corrosion, sensitisation, carcinogenicity, environment under the dangerous substances Directive, and as acute toxicity, skin corrosion/irritation, respiratory or skin sensitisation, carcinogenicity, STOT-SE, aquatic acute, aquatic chronic under CLP.
ECHA comments that the IUPAC name for the substance should be amended to 2-chloro-N-(ethoxymethyl)-N-(2-ethyl-6-methylphenyl)acetamide.
The agency has also opened a public consultation on HCL for three substances, namely cis-tricos-9-ene (muscalure), etofenprox and fenpyrazamine. The deadline for comments is 12 March 2012.
