CTT remind you to notice the emerging market -- Russia

An increasing number of companies are exploring the emerging market, such as Middle East and Russia, to avoid severe competition in the traditional international market.

In earlier time of this year, Technological Rule for Children’s Safe Product signed by Prime Minister Putin has been effective, which means relevant children’s products should compulsorily meet the regulative requirements under this rule before entering Russian market. Products involved conclude but not limit to the following goods: child care products, toys, garments, shoes, publication, and stationery, etc. Take toys as an example, regulative requirements on them are quite similar to those under EU or USA regulations and standards.

It is the requirements such as mechanical and physical requirements, flammability requirements, migrations of chemical elements, optical requirements and biological requirements that are clearly stipulated under this rule, as well as strict requirements on labeling.

On part of mechanical and physical requirements: for toys used by a child under 3 years of age, no sharp points and edges as well as small parts shall exist in toys; for filled toys, tearing resistance test on the sewing is required; for optical toys, some specific requirements on them are stipulated by Russia.

On part of flammability: flammable materials like Celluloid, etc. are not allowed to be used in toys; for toys that a child can enter, fabric or fur, etc., requirements on burning rate and burning time are specified.

On part of migration of chemical elements: all toys shall meet requirements on migration limit on 8 heavy metals. But for figure paint and modeling clay, the migration limit is stricter than the others. Please refer to the following table for detail information. Besides, surface of toy coming into contact with mouth as well as surface of rattle is not allowed to be covered with any paint or painting.

Additional, on the basis of this rule, except meeting the above-mentioned requirements, all children’s product to be put into Russian market still need to gain GOST-R mark, status of which is similar to CE mark to some extent.
