On June 20, 2012, EU Committee published (EC) No 519/2012, on its Official Journal to amend (EC) No 850/2004 by adding 4 substances, endosulfan (CAS 115-29-7), hexachlorobutadiene (CAS 87-68-3), polychlorinated naphthalenes and short-chain chlorinated paraffins (SCCP, CAS 85535-84-8) into its annex.
On May 29, 2011, the Conference of the Parties adopted an amendment to Annex A to the Stockholm Convention to list technical endosulfan and its related isomers. To keep in line with Stockholm Convention, EU Committee decided to include this hard pesticide to the annex of (EC) No 850/2004.
For the other three substances, they are still in review section by Stockholm Convention Parties. In this point we can view that EU is in advance to control POPs world wide. However, what need us to put focus on is that SCCP has already been restricted under REACH Annex XVII, covering two uses. By comparing to the restrictions under relevant decision of Stockholm Convention Parties, the restriction scope is narrower. So it is necessary to widen the restriction scope of SCCP.
