In July 2012, the Washington Department of Ecology (Ecology) has adopted the final rule – Reporting Rule of Children’s Safe Product Act, which has been effective in August 2011.
This rule applies to children’s product for children 12 years old and under, such as toys, cosmetic, jewelry and baby products, etc. According to the rule, manufacturers or importers shall report Chemicals of High Concern to Children (CHCC) in the products to Ecology. Otherwise, retailers without making or importing children’s products are not subject to the rule.
From now on, deadline of the first batch registration is coming to close, ending at August 31, 2012. Ecology has opened a specific website for manufacturers to register CHCC. Before the ending date, products likely to be placed in a child’s mouth or on their skin, or products for children age 3 and under, must be reported. Other children’s product shall be reported based on the phased-in schedule outlined in the rule. Relevant register should be finished in 12—96 months after the effective date of the Rule. On and after August 31, 2012, Ecology will make all relevant information be public access.
After registration, to check the reliability of report data, Ecology will purchase children’s product registered, then take them to some certain third party testing body to analyze presence of CHCC in light of data given by register and complaints received by Ecology. When finding incomplete registration data, Ecology is to notice the responsible party to submit sufficient information on CHCC in products in 45 days.
